E&A provides annual Post Construction Stormwater Management Plan (PCSMP) inspections for the CHI Health Clinic at 31st and West Broadway in Council Bluffs, Iowa. This CHI Health facility is responsible for maintaining one StormTech system and two bio-retention basins for the treatment of post-construction stormwater. StormTech systems collect and treat stormwater underground while bio-retention basins collect and treat stormwater above ground.
Under the current Iowa National Pollutant Discharge Elimination System (NPDES) permit, post construction Best Management Practices (BMPs) are required for Municipal Separate Storm Sewer System (MS4) permits, #1 General Permit (GP), #2 GP and #3 GP that are within the jurisdiction of an MS4. E&A was hired by CHI Health to conduct annual inspections and prepare inspection reports to meet the requirements outlined by the City of Council Bluffs. The CHI facility at 31st and West Broadway is an 28,000 square foot community health center that sits on approximately 4.2 acres of land in central Council Bluffs.
