E&A is a planning, engineering, environmental, and field services company with roots planted firmly in the Midwest. As a company, we take pride in our responsibility to create and support the infrastructure and landscapes our families, friends and neighbors enjoy. Our role as a trusted and experienced partner is often behind-the-scenes. History

55 years later...

In 1966, a gallon of gas averaged $.32, color televisions were gaining popularity and in Omaha, Leon Black and Don Elliott formed the predecessor to E & A Consulting Group, Inc., Elliott and Black.

The company catered to both private and public clients, offering civil engineering services for land development, land surveying, construction administration, and residential SID maintenance services. Key projects included the Roanoke residential SID and various projects for the Nebraska Department of Roads and Metropolitan Utilities District.

Much like the televisions of 1966, E&A has evolved beyond the dreams of its creators.

In addition to its Omaha headquarters, E&A opened a Lincoln office in 1998 and in 2008, acquired the Phoenix-based, O’Neill Engineering, Inc. In 2016, O’Neill officially changed its name to E&A, and then in early 2018, the company closed its Arizona location.

Fifty-five years later, the firm still offers civil engineering and surveying services to private and public clients, in addition to many other services, allowing us to more comprehensively serve our clients. We remain committed to providing innovative engineering answers for every project and look forward to growing with the changing needs of our clients over the next 55 years.

Community Outreach

E&A has a long history of community involvement and we are proud to support and encourage our employees to make a positive impact within our communities. These efforts include mentoring students in advanced educational tracks and also those in under-served areas.  We hold drives for food and toys, support the United Way of the Midlands, participate in Papillion-La Vista Schools Cooperation BEST program, Habitat for Humanity, Math Counts, and volunteer at outreach centers.  In short, we have employees who care.

“It’s about creating a great environment where people are empowered to do great things.”

Tom’s entry into the industry came as the result of a serendipitous phone call. He had called his future father-in-law, Gene Spence, looking for a reference on a job application. Gene, who was E&A’s president at the time, encouraged Tom to consider a position with E&A instead.

Tom accepted Gene’s offer to join the firm as a civil engineer-in-training. For 22 years, he served in several different positions throughout the firm, including civil engineer, project manager, and systems manager, where he built E&A’s IT department from scratch.

In 2014, Tom became the President and Chief Operating Officer. He oversees human resources, IT, finance and overall company operations on a daily basis. “I am very much a detail person. Putting all of the pieces together that support company function gives me a sense of accomplishment and personal pride.”

“It’s important to me that what I’m doing is driving the company forward.”

Jason’s 20+ years as a client advocate illustrate his passion for land development and real estate. With a background in planning, landscape design, and platting processes, he shaped an entire department at E&A devoted to helping clients make informed decisions. E&A is a top resource for developers, real estate agents, architects, title companies, and attorneys.

Jason started his career at E&A in 2006, became an owner of the company in December 2012, and has served on the Executive Management Team since 2011. He was elected Secretary of the Board in 2014 and has been the CEO since 2017.

As CEO, Jason focuses on companywide processes, procedures, and personnel to ensure that each department is dedicated to serving the entire real estate community as a resource and partner.

“If you make your professional relationships just about work, you miss out on the benefits that come from having a genuine connection with people.”

Kyle Vohl has emerged as a leader both within the firm and civil engineering community during his 20 years at E&A. Since his first days at E&A as a college intern, Kyle’s role has evolved from a residential development civil design engineer to project manager for both residential and commercial projects and a principal with the company.

“It’s rewarding to see projects go from concepts to communities where families are living. I have many friends who live, shop and work in these neighborhoods. Knowing that they are going about their lives and raising their children there is pretty special.”

Kyle also plays an active role in the civil engineering community, having served as president for Nebraska’s chapter of the National Society of Professional Engineers (NeSPE) and a mentor for the Society of American Military Engineers (SAME), Student Initiative Mentoring Program. He has been a member of the American Society of Civil Engineers since 1995 and is the current Nebraska House Delegate for NeSPE, giving him a chance to guide and impact legislation that will shape the engineering profession.

“Equal to the boundaries of land is understanding the value of land. Knowledge of the history, assets, and liabilities is the land surveyor’s instrument for assisting and supporting the public, the client, and the engineer.”

Jason began his career in 1990 as summer help on a survey crew. The Job was great, as it was outdoors, required some thinking, and gave him a sense of responsibility. With this new feeling of value, Jason dropped out of Business college and proceeded into a long career as a Land Surveyor. Jason earned his professional license for the state of Nebraska in 2002. Jason’s career in the field lasted for 15 years. He was promoted to survey manager in 2005. Over the next nine years in this position, Jason achieved licensure in South Dakota (2010) and also studied with the Bureau of Land Management (BLM) and earned a Certified Surveyors License (CFED). He also served on the Professional Surveyors Association of Nebraska (PSAN) board for four years. Jason was asked to be an owner at E&A in 2012. He was promoted to Department head in 2014 and also voted as an officer of the company (secretary) in 2020.

Jason has worked at E&A for 32 years. He has held five positions and has worked under three previous leadership teams. Jason and his wife of 26 years have three children, ages 23, 20, and 14. A dog also blesses their home. He spends his free time with family, friends, or his dog, doing the following: youth sports (former little league baseball coach), golf, fishing, hunting, gardening, cooking, and music.
