The overall goal of this project was to design an Industrial Stormwater Pollution Prevention Plan (SWPPP) for Downtown Recycling that would comply with the regulations and guidelines set forth by the State of Nebraska. The State of Nebraska authorizes the discharge of stormwater from industrial activities under the National Pollutant Discharge Elimination System (NPDES) General Permit. The Downtown Recycling facility is responsible for implementing and maintaining stormwater pollution prevention controls and good housekeeping measures to prevent stormwater pollution from activities on-site.
Description
E&A developed a SWPPP for the Downtown Recycling facility and applied for an industrial stormwater permit with the State of Nebraska. Downtown Recycling is a 21.5-acre scrap recycling facility and is considered a Sector M – Automobile Salvage Yard and Sector N – Scrap Recycling facility under the NPDES General Permit. The SWPPP was designed to prevent pollution during stockpiling of materials, vehicle processing, torch cutting, fueling, vehicle maintenance, used parts storage and liquid storage in aboveground storage tanks. To fulfill the requirements of the NPDES General Permit, the Downtown Recycling facility also conducts quarterly facility inspections, annual comprehensive inspections, quarterly visual assessments and quarterly benchmark monitoring of water samples for the parameters identified in Sector N and Sector M.
