Project Description

Following an EPA regulatory inspection, Flinn Paving was required to update its SPCC Plan. E&A’s environmental services team collaborated closely with facility staff to implement the necessary updates efficiently and effectively. With on-site storage exceeding 10,000 gallons of petroleum products—including two 30,000-gallon asphalt cement ASTs and a 500-gallon waste oil AST—E&A’s environmental scientists and professional engineers developed comprehensive containment strategies and spill response procedures. After evaluating compliance options, four outdated tanks were removed, the remaining tanks were repaired and maintained, and the waste oil tank was relocated within secondary containment and equipped with a permanent awning to minimize stormwater exposure. E&A also leveraged a natural berm, eliminating the need for costly containment construction. The updated SPCC Plan was successfully completed and certified in 2017.
