A regulatory inspection conducted by the Environmental Protection Agency (EPA) found that an update was necessary for the facility’s SPCC (Spill Prevention Control and Countermeasure) program. E&A’s environmental services team met with the Flinn Paving staff to determine how to implement the SPCC as quickly and efficiently as possible following the regulatory inspection.

Description

E&A developed a Tier II SPCC in compliance with the Spill Prevention Control and Countermeasure Plan Regulation 40 CFR 112. A Tier II SPCC must be certified by a Professional Engineer (PE) due to the storage of 10,000-gallons or more of petroleum products on-site. E&A’s in house engineering staff assisted in this step.

Flinn Paving had been utilizing two 30,000-gallon, above-ground storage tanks (ATS) of asphalt cement in their production and one 500-gallon of waste oil AST. Following an analysis of possible approaches to achieve compliance, the existing tanks were repaired and maintained while four older tanks were discarded and removed from the facility. Through careful analyzation, E&A determined that there was a natural berm, thereby eliminating the need for costly construction of secondary containment. The waste oil AST was also moved inside secondary containment and a permanent awning was installed to minimize exposure to stormwater. These changes allowed Flinn Paving to comply with the SPCC and to keep the existing tanks in operation due to E&A’s redesign of the SPCC in 2017.
