Project Description
A tailored SPCC Plan was developed for Multi-Model Express, LLC in advance of the opening of their new maintenance facility in Council Bluffs, Iowa. Facility operations include the maintenance and refueling of Power Pack Units (PPUs) and undermount gensets used to power refrigerated cargo containers; as unique forms of bulk storage and oil-filled operational equipment, they required specialized regulatory and planning considerations for the SPCC Plan. E&A’s environmental team and licensed engineers collaborated with facility personnel to ensure full compliance with 40 CFR §112. With potential onsite oil storage ranging from 6,000 to 23,000 gallons, the plan was reviewed and certified by an E&A Professional Engineer (PE). Key design features included a self-contained drain system for secondary containment, considerations for concrete surface sealing and floor pitch, and strategically placed spill response materials.
